DISCOs

DISCOs are pre-configured with starting ID prefixes in the backend (see common/discos_seed.py). The orchestrator automatically starts from the prefix and scans forward one id at a time, stopping only when it encounters 100,000 consecutive not-found ids. It then re-probes past the frontier periodically to pick up newly provisioned consumers.
